Earth Observation Marine Surveillance Coordination Committee (EOMSCC)

The EOMSCC was set up in 2004 to coordinate and promote the integrated use of Earth Observation (EO) by the Canadian government to meet mandates related to marine safety, security, and the environment. This committee is co-chaired by the Canadian Space Agency, the Department of National Defence, and the Canadian Ice Service of Environment Canada with members from federal government departments.

The Vision of the EOMSCC is “To Coordinate and promote the integrated use of space EO for the Government of Canada marine safety, security and environmental mandates”.

The Mandate of the committee is to:

  1. Ensure coordination of existing and future resources and sharing amongst all marine stakeholders;
  2. Facilitate the development of an integrated and cost-efficient use of EO resources and enable integration of operational ocean and coastline surveillance;
  3. Promote the benefits of the Government of Canada integrated use of Space borne EO for marine surveillance to the Canadian policy makers, the Canadian public, and Canadian and international strategic organizations and working groups; and
  4. Support government priorities linked with sovereignty, surveillance, security and intelligence.

The committee is presently addressing how to integrate the needs of the federal government departments and agencies in marine surveillance and security. This is seen as an important input to future developments in the area of EO for the marine environment that would identify gaps in infrastructure and science. In addition, the EOMSCC plans to develop scenarios for the integration of the Concepts of Operations (CONOPS) of the members to establish integrated operational use of EO that considers the individual needs taking into account the constraints of satellite tasking, data reception and archiving, data distribution, and product development and production and that identifies the role of industry.
